Well, if you want your dog to see your house as a toilet…then sure, go for it it, but more than likely you would prefer your dog to keep his wastes off your floor and using pee pads will only confuse him. You are providing your dog with memories of eliminating.
In. Your. House.
Which is the number one thing we avoid in house training. It is important that those memories are avoided or replaced with memories of eliminating outdoors. Furthermore, you are prohibiting your dog from learning to “hold it” if they are able to eliminate whenever they want.

How long do you plan to keep those pads around? What happens when you take them away? What happens when you are in a building that doesn’t have pee pads? Will your dog know he can’t go there? Probably not. So your best solution is to build a routine of consistent trips outside to potty, never allowing your dog to build memories of eliminating inside your home.
